Establishes a Student Athlete Bill of Rights requiring institutions of higher education to prepare and post notices informing student athletes of their rights under Title IX, the Jeanne Clery Act, and other applicable state and federal protections.

Requires institutions to distribute notices to all student athletes at the beginning of each academic year, including information on how to file complaints and contact information for relevant enforcement agencies.

Authorizes institutions to voluntarily establish degree completion funds to support student athletes.

Prohibits institutions from intentionally retaliating against student athletes who make good faith complaints or reports of rights violations, with retaliation defined as reduction or loss of education benefits, meal benefits, or housing benefits.

Clarifies that actions taken by institutions based on conduct unrelated to complaints are not considered retaliation under this section.
