Require state agency and entity directors and chief information officers to post signed certifications on their websites' homepages confirming compliance with Web Content Accessibility Guidelines 2.0 Level AA standards before July 1, 2019

Require the same officials to post signed certifications that websites are mobile-friendly (having substantially similar accessibility and functionality features across devices) before January 1, 2020

Mandate recertification of both accessibility and mobile-friendly compliance before July 1, 2021, and biennially thereafter

Direct the Director of Technology to create a standard form for state agencies and entities to use when determining and redetermining website compliance

Prohibit public-facing state agency and entity websites from becoming or remaining operational unless they are mobile-friendly and accessible to persons with disabilities, subject to the certification deadlines
