Expands the definition of "authorized person" eligible to receive certified copies of death records to include agents or employees of funeral establishments acting within their employment scope on behalf of individuals with legal standing.

Requires applicants requesting certified copies of birth, death, or marriage records to provide a notarized statement sworn under penalty of perjury, electronic verification of identity, or faxed/digitized notarized statement confirming authorized person status.

Allows electronic requests for certified records using multilayered remote identity proofing processes that meet National Institute of Standards and Technology (NIST) standards and comply with state and federal information security requirements.

Requires informational certified copies (marked "INFORMATIONAL, NOT A VALID DOCUMENT TO ESTABLISH IDENTITY") to be printed only from the statewide database prepared by the State Registrar with signatures electronically redacted.

Exempts law enforcement and funeral establishment agents from providing notarized statements when ordering records in official capacity or within course of employment.
