Requires the Agricultural Labor Relations Board (ALRB) to process decisions on make-whole awards, backpay, and other monetary awards to employees within one year of finding liability, unless the board certifies good cause for delay and provides a reasoned explanation.

Mandates immediate implementation of board orders during any pending challenges, appeals, or writs of review unless a court finds by clear and convincing evidence that the appellant will be irreparably harmed and has a likelihood of success on appeal.

Allows either party to request mandatory mediation if a collective bargaining agreement's duration has expired or provisions have become outdated during review proceedings, with mediation to be completed within specified timeframes.

Requires agricultural employers and labor organizations to immediately implement the board's order upon conclusion of review proceedings in which the board's order is affirmed, if not already implemented.

Designates the heat illness prevention standards in California Code of Regulations Section 3395 as the Maria Isabel Vasquez Jimenez heat illness standard.
