Requires the State Department of Education to develop a standardized English language teacher observation protocol by June 30, 2020 for teachers to evaluate pupils' English language proficiency.

Protocol must be designed for use by content area teachers, English language development teachers, bilingual teachers, and special education teachers at all grade levels, including for English learners with individualized education programs.

Protocol shall assess English language use during academic content learning and interactive peer communication, aligned to English language development standards and performance levels.

Department must consult with credentialed teachers currently instructing English learners and experts in language assessment, pilot the protocol with educators and pupils, and conduct validation to ensure it appropriately measures intended language constructs.

Department shall develop and provide professional development tools to local educational agencies and charter schools, which may include audio and video samples to help teachers calibrate judgments about observed language use.
