Reinstates market development payments for empty plastic beverage containers from January 1, 2018, until January 1, 2024, after the program expired on January 1, 2018

Authorizes the Department of Resources Recycling and Recovery to expend up to $10 million annually from the California Beverage Container Recycling Fund for these payments

Payments go to certified recycling centers, processors, dropoff/collection programs, or product manufacturers that wash and process plastic beverage containers into flake, pellet, or other forms for manufacturing in California

Market development payments are capped at $150 per ton, with the department setting rates based on funding levels needed to encourage in-state processing and manufacturing

Declared an urgency statute requiring a two-thirds vote, taking effect immediately to preserve markets for plastic beverage containers collected for recycling in California
