School district governing boards may apply during the 2019-20 school year for grants to fund semester- or year-long ethnic studies courses required for high school graduation (grades 9-12).

State Department of Education shall award grants between July 1, 2020 and the start of the 2020-21 school year for three school years (2020-21 through 2022-23), with preference for rural, urban, and suburban districts including those with underrepresented student populations.

Ethnic studies courses funded through the grant program must be based on the state-adopted model curriculum and the department must provide professional development and technical assistance to participating districts.

Pupils graduating in 2021 and pupils transferring to a participating district in their final year of high school are exempt from the ethnic studies course requirement.

Department must submit a report to the Legislature by March 1, 2024 with best practices, program implementation issues, instructor credentials, course materials, and impacts on school climate; provisions become inoperative March 1, 2028 and are repealed January 1, 2029.
