Clarifies that animal shelters administered by public animal control agencies, humane societies, or animal cruelty prevention organizations may ask adoption applicants whether they are prohibited from owning animals under existing law.

Applies to individuals convicted of misdemeanor animal cruelty violations who are banned from owning animals for 5 years after conviction, and individuals convicted of felony animal cruelty or fighting violations who are banned for 10 years after conviction.

Allows animal rescue and animal adoption organizations to inquire about these prohibitions during the adoption process to help screen potential adopters.

Does not modify existing penalties (one thousand dollar fine) or exemption procedures for livestock owners or defendants seeking to reduce the duration of ownership prohibitions.
