Professional cosmetics manufactured on or after July 1, 2020, for sale in California must have labels that comply with all federal labeling requirements under the Federal Food, Drug, and Cosmetic Act and the Federal Fair Packaging and Labeling Act.

Defines "professional cosmetic" as a cosmetic product intended or marketed for use only by licensed professionals (cosmetologists, manicurists, barbers, or estheticians) due to specific ingredients, ingredient concentrations, or other qualities requiring safe handling.

Applies to products used by over 312,000 licensed cosmetologists and approximately 129,000 licensed manicurists in California, many of whom are of reproductive age and may face chemical exposure risks.

Legislature found that existing federal law does not regulate professional cosmetics the same way as consumer cosmetics, and ingredient information is essential for worker and customer safety protection.

No state reimbursement required to local agencies or school districts as the act only creates new crime or infraction requirements under existing law.
