Allows vocational training counselors to possess either a master's degree in behavioral sciences or another postgraduate degree that the court finds provides sufficient training to perform a vocational evaluation.

Specifies that courts may consider a parent's earning capacity (rather than actual income) for child support purposes while taking into account the overall welfare and developmental needs of the children and the time the parent spends with the children.
