Requires law enforcement agencies to test fire seized or recovered firearms and submit ballistic images to the National Integrated Ballistic Identification Network or comparable automated ballistic identification system used by the agency.

Mandates that agencies submit ballistic images of recovered cartridge cases from crime scenes to the National Integrated Ballistic Identification Network or similar system as soon as practicable.

Applies to firearms that were unlawfully possessed, used for unlawful purposes, recovered from crime scenes, reasonably believed to be associated with crimes, or acquired as abandoned or discarded firearms.

Requires the Department of Justice to develop and promulgate a protocol for implementing the ballistic image submission requirements.

Defines "law enforcement agency" to include police departments, sheriff's departments, state agencies, and specialized police departments of universities, school districts, transit districts, and port authorities.
