Establishes an Emergency Student Housing Loan Program at 3 designated California State University campuses beginning with the 2019-20 academic year, contingent on state appropriation.

Provides loans to enrolled students experiencing housing emergencies, including homelessness, loss of housing due to natural disaster, or formal eviction actions, with priority given to students eligible for federal Pell Grants.

Loans cover housing support for up to 12 months through rapid rehousing assistance and are forgiven upon completion of any academic semester during which the student receives assistance, or at the campus's discretion.

Requires monthly meetings between participating students and campus professional staff and mandates direct payment to identified housing providers, excluding homeless shelters and hotels.

Requires trustees to report program outcomes to the Legislature by June 30, 2022, including participant demographics, graduation rates, and housing retention; program becomes inoperative July 1, 2022, and is repealed January 1, 2023.
