Amends the cost model for community care facility rates serving persons with developmental disabilities to include changes in local minimum wage, effective July 1, 2018.

Authorizes regional centers to negotiate rate adjustments with residential service providers effective July 1, 2018, if necessary to pay employees the minimum wage required by local ordinances that increase minimum wage.

Allows work activity programs to seek rate adjustments effective July 1, 2018, if needed to comply with local minimum wage ordinances, limited to payroll costs for wage adjustments only.

Permits community-based day program and in-home respite service agency providers to seek unanticipated rate adjustments effective July 1, 2018, if necessary to meet local minimum wage requirements.

Requires rate adjustments under these provisions to be specific to payroll costs and minimum wage compliance, not general wage enhancements for employees already above minimum wage.
