Maintains existing 6 business day minimum holding period (not including day of impoundment) for stray dogs and cats, with exceptions for shelters offering extended hours or having limited staff.

Requires public and private shelters to scan dogs and cats for microchips and make reasonable efforts to contact owners during the holding period.

Allows shelters to assess fees not to exceed standard adoption fees when releasing animals to nonprofit organizations, in addition to any required spay or neuter deposits.
