Department of Public Health must approve or deny hospital applications to modify, add, or expand services within 100 days of receipt.

Applications to expand currently-provided and approved services must be approved within 30 business days unless the hospital is non-compliant with laws governing that service.

Expanded services remain licensed for a maximum of 18 months unless the department approves a longer period.

Department must establish a centralized applications advice program to assist hospitals with application requirements and must develop an automated application system by December 31, 2019.

Implementation resources shall be made available from the Internal Departmental Quality Improvement Account upon legislative appropriation.
