Requires cannabis license applicants to provide a statement upon initial application and renewal certifying that they employ, or will employ within one year, one supervisor and one employee who have completed a Cal-OSHA 30-hour general industry outreach course from an authorized training provider.

Exempts applicants with only one employee from the OSHA training requirement.

Defines "employee" and "supervisor" consistently with existing labor peace agreement provisions, excluding supervisors from the employee count.

Clarifies that the OSHA training requirement does not alter existing employer occupational safety and health training obligations.

Contains conditional provisions that determine which version of amended Section 26051.5 becomes operative depending on whether Assembly Bills 2980 and 3261 are also enacted.
