Amends Vehicle Code Section 22511 to allow vehicles displaying disabled license plates or disabled placards to park in electric charging spaces on public streets without being connected for charging purposes.

Exception applies to vehicles with special license plates issued under Section 5007 or distinguishing placards issued under Sections 22511.55 or 22511.59.

Prohibits removal of disabled vehicles from public street electric charging spaces under the towing provisions in Vehicle Code Section 22511(c)(2).

Maintains existing authority for local governments and private parking facility owners to designate and enforce electric vehicle charging spaces.
