Creates the Office of Local Cloud Migration and Digital Innovation within the Department of Technology to promote cloud-based computing and data storage solutions for local agencies.

Office shall assist local agencies in improving transparency, efficiency, disaster preparedness and response, and public accessibility through cost-effective cloud technologies and technology recovery plan integration.

Office shall operate in partnership with private industry and the nonprofit community to maximize assistance to local agencies.

Establishes the Cloud Migration and Digital Innovation Local Assistance Fund in the State Treasury to receive donations from private industry and nonprofit organizations, plus legislative appropriations, with funds available to support the office's purposes.

Donor identity shall remain confidential and not be disclosed to the office or local agencies receiving fund moneys.
