Establishes the California Cybersecurity Integration Center (Cal-CSIC) within the Office of Emergency Services with a primary mission to reduce the likelihood and severity of cyber incidents affecting California's economy, critical infrastructure, and computer networks.

Requires Cal-CSIC to include representatives from 16 organizations including state agencies (Office of Emergency Services, Attorney General, Highway Patrol, Military Department), universities, federal agencies (Department of Homeland Security, FBI, Secret Service, Coast Guard), and utilities.

Mandates Cal-CSIC to develop a statewide cybersecurity strategy informed by the California Task Force on Cybersecurity and coordinate information sharing with local, state, and federal entities to detect and respond to cyber threats.

Requires Cal-CSIC to establish a Cyber Incident Response Team to lead cyber threat detection, reporting, and response in coordination with public and private entities and assist law enforcement with cyber-related criminal investigations.

Specifies that Cal-CSIC information sharing must protect individual privacy, safeguard sensitive information, preserve business confidentiality, and enable detection and prevention of cyber attacks threatening public health, economic stability, and national security.
