Requires the Superintendent of Public Instruction to convene a technical design group by March 1, 2019 to develop criteria for vetting and certifying school conditions and climate surveys.

Directs the Superintendent to compile a list of state-vetted surveys by July 1, 2019, posted on the department's website, measuring four domains: safety, relationships, conditions for teaching and learning, and empowerment and engagement.

Authorizes school districts, charter schools, and county offices of education to use state-vetted school conditions and climate survey tools beginning in the 2019–20 school year to survey pupils, families, teachers, classified staff, and administrators.

Makes state-vetted surveys available free of charge to participating schools and districts contingent upon a specific legislative appropriation, with the department contracting with a county office of education to administer the surveys.

Prohibits survey results from being used for employee evaluation purposes.
