Expands authorization for counties to operate integrated and comprehensive health and human services systems beyond San Diego County to any other county upon approval of their county board of supervisors.

Requires California Health and Human Services Agency approval if county provides a certified copy of current ordinance or resolution authorizing the integrated system.

Permits integrated systems to include adoption, child welfare, mental health, drug and alcohol, employment and training, health, housing, veterans, and aging services among other related programs designated by the board of supervisors.

Requires counties to comply with all applicable state and federal privacy laws including HIPAA and the Confidentiality of Medical Information Act, and prohibits discontinuing service obligations or reducing accountability under current law.

Authorizes state departments to waive regulations regarding service delivery methods and reporting, but prohibits waivers affecting privacy, civil service, collective bargaining, or that diminish services to eligible recipients.
