Authorizes California State Auditor to review publicly available information to identify local governments at high risk for waste, fraud, abuse, or mismanagement.

Auditor may consult with Controller, Attorney General, and other state agencies with oversight responsibilities to identify high-risk local governments.

Requires audit reports at least once every three years for local governments identified as high risk, with recommendations for improvement.

Requires California State Auditor to notify Joint Legislative Audit Committee when identifying a local government as high risk and provide annual updates on audits in progress.

Permits California State Auditor to conduct initial assessments at local government agencies to gather information and determine high-risk status, with prior written notification to the Joint Legislative Audit Committee.
