Requires an unspecified percentage of California State Lottery operating expenses (currently capped at 13% or 16% depending on which revenue allocation scenario applies) to be allocated to the Office of Problem Gambling instead of lottery operations.

Directs allocated funds to support gambling disorder prevention and treatment programs as described in Welfare and Institutions Code Section 4369.2.

Applies to both revenue allocation scenarios in the existing lottery law, amending Section 8880.4 of the Government Code in two separate provisions that become operative under different circumstances.

Declares that the bill furthers the purposes of the California State Lottery Act of 1984, thereby satisfying the constitutional requirement for a two-thirds vote to modify lottery provisions.

Makes an appropriation by changing the purposes for which continuously appropriated State Lottery Fund revenues may be used.
