Establishes Title 1.6C.7 creating fair debt collection practices for towing debts (towing/storage charges, vehicle repair charges, deficiency claims) with similar prohibitions and requirements for debt buyers to possess specific information before collecting.

Requires government and towing debt collectors to provide debtors with written notice within 5 days containing debt amount, creditor name, and dispute rights; debtors may dispute within 30 days and collectors must cease collection pending verification.

Imposes civil liability for violations including actual damages plus statutory penalties of $100-$1,000 for willful violations, and makes it a misdemeanor to simulate legal process with penalties up to 6 months imprisonment or $2,500 fine.

Requires translation services in Spanish, Chinese, Korean, Tagalog, and Vietnamese at no charge for debtors with limited English proficiency, and prohibits debt collectors from reporting government or towing debts to consumer reporting agencies.
