School districts must post procedures and timelines for interdistrict transfer requests on their websites, including approval/denial reasons, application deadlines, and appeal processes.

School districts must notify parents of transfer decisions within 30 calendar days for current-year requests and within 14 calendar days after school starts for future-year requests.

Students who are homeless, migratory, foster youth, bullying victims, or children of active military duty parents cannot be prohibited from transferring to another district if that district approves the application.

Parents may appeal transfer denials to the county board of education within 30 calendar days, with the county board required to decide within 30 days (60 days in class 1 counties until July 1, 2023; 45 days in class 2 counties until July 1, 2019).

Pupils may be provisionally admitted for up to two school months while awaiting a final transfer decision, provided reasonable evidence shows a decision is pending with either school district or the county board of education.
