Each county shall develop a hiring preference program for internships and student assistant positions that prioritizes qualified applicants from disadvantaged groups, including foster youth, homeless youth, formerly homeless youth, and formerly incarcerated youth.

County welfare departments must notify dependent children subject to termination of dependency proceedings that they may be eligible for hiring preferences with state and participating county agencies, with preference granted to applicants up to 26 years of age.

Applications for county internship and student positions must allow applicants to identify eligibility for preference but cannot require disclosure of the specific category that qualifies them.

The hiring preference means priority consideration over similarly qualified applicants for internship and student positions only; it does not create rights to permanent civil service positions.

Charter counties are exempt from the requirement to develop a county hiring preference program.
