Requires the Public Utilities Commission to revise and maintain the Energy Upgrade California website to include information about demand-side energy management programs for small business customers.

Mandates the commission, in consultation with the Office of Small Business Advocate, to conduct adequate marketing, education, and outreach directed at small business customers.

Ensures small business customers can fully participate in ratepayer-funded demand-side energy management programs that provide financial incentives, rebates, technical assistance, and support.

Defines "demand-side energy management programs" to include energy efficiency, demand-side response, clean distributed generation, energy conservation, and weatherization programs offered by state, local government, utilities, and publicly owned entities.
