Secretary for Environmental Protection must convene the Lithium-Ion Car Battery Recycling Advisory Group by April 1, 2019 to review policies on recovery and recycling of lithium-ion batteries in motor vehicles.

Advisory group must meet at least quarterly until April 1, 2022 and include representatives from state departments, vehicle manufacturers, electronic waste recyclers, automotive repair dealers, automobile dismantlers, environmental organizations, battery manufacturers, and standards-developing organizations.

Advisory group must consult with universities, research institutions, electric and hybrid vehicle manufacturers, and the recycling industry when developing recommendations.

By April 1, 2022, advisory group must submit policy recommendations to the Legislature aimed at ensuring as close to 100% as possible of lithium-ion vehicle batteries are reused or recycled at end-of-life in a safe and cost-effective manner.

Policy recommendations must address entire life cycle considerations including battery reuse as energy storage systems, best management practices at end-of-life, environmental effects, and both in-state and out-of-state recycling options; provisions sunset on January 1, 2027.
