Amends the Mental Health Services Act to allow unspent Mental Health Services Fund allocations to be reallocated to cities, special districts, school districts, or other public entities in addition to other counties for mental health services.

Modifies Section 5892 to specify that funds not spent within three years (ten years for capital facilities and education/training) revert to the state and become available for counties or other public entities, rather than reverting automatically.

Authorizes the Department of Health Care Services to implement reallocation provisions through all-county letters and other guidance without formal regulatory action until July 1, 2019, provided opportunity for public participation.

Declares that the bill's provisions are consistent with and further the intent of the Mental Health Services Act, satisfying the two-thirds vote requirement for MHSA amendments.

Makes an appropriation by allocating moneys in the Mental Health Services Fund for new purposes of distributing funds to cities, special districts, school districts, and other public entities.
