Authorizes the Board of Parole Hearings to make recommendations to the Governor for pardon or commutation at any time, and allows the Governor to request investigations into candidates at any time, rather than only upon request.

Requires the Board of Parole Hearings to consider expedited review of pardon or commutation applications when petitioners indicate an urgent need, such as pending deportation proceedings.

Mandates the Board of Parole Hearings to notify applicants when applications are received and when recommendations are issued, while keeping the reasons for recommendations confidential.

Requires courts to review certificates of rehabilitation within one year and the Board of Parole Hearings to issue a recommendation on whether the Governor should pardon the individual.

Makes pardon and commutation applications available on the Governor's website and requires county courts to make certificate of rehabilitation applications available on court websites and at courthouses.
