Requires the State Department of Public Health to convene a working group to evaluate ways to provide organ transplants to uninsured or undocumented residents who are ineligible due to financial hardship.

Working group must include representatives from community-based immigrant rights organizations, health organizations serving disadvantaged communities, the state organ and tissue donor registry, hospital associations, and medical associations.

Working group shall evaluate data including the number of undocumented organ donors, percentage of transplant recipients with medical insurance, transplant costs, eligibility factors, and hospital compliance with existing donor protocols.

Working group must submit findings and recommendations to the Legislature on or before January 1, 2020, in compliance with Government Code Section 9795.

The working group provisions automatically repeal on January 1, 2020.
