Establishes the Sierra Nevada Watershed Improvement Program to be administered by the Sierra Nevada Conservancy to protect, conserve, and restore watershed and community health and resilience in the Sierra Nevada Region.

Expands the definition of "tribal organization" to include Indian tribes, bands, nations, or tribal agencies that are either recognized by the United States and identified in the Federal Register, or listed on the Native American Heritage Commission's contact list as a California Native American tribe, or both.

Requires one legislative appointee from each house of the Legislature to represent a district within the Sierra Nevada Conservancy boundary, and one appointee from each house to represent a district outside the conservancy boundary.

Authorizes the conservancy to test new funding, policy, planning, and implementation approaches within specific initiative areas to develop methods for expanding successful programs across the entire program area.

Requires the conservancy to include Sierra Nevada Watershed Improvement Program activities in its annual report to the Legislature and the Secretary of the Natural Resources Agency.
