Establishes the Childhood Lead Poisoning Prevention Abatement Fund in the State Treasury with $475 million total in fees collected through January 31, 2028.

Imposes an annual fee of $47.5 million on architectural coating distributors, collected by the California Department of Tax and Fee Administration, with fees due from January 31, 2019 through January 31, 2028.

Distributes $300 million directly to 10 cities and counties involved in People v. ConAgra Grocery Products Company lawsuit, with Los Angeles County receiving 55 percent and remaining $175 million allocated to all other counties.

Provides that lead-based paint on residential properties is not a public nuisance and bars abatement liability actions against architectural coating distributors who pay their assessed fees.

Takes effect immediately as an urgency statute upon certification by the Secretary of State that plaintiffs in the ConAgra case have reached a binding settlement with all defendants by October 15, 2018.
