Requires local agencies to issue annual reports during the subsidy term detailing actual tax revenue, jobs created, employee retention rates, and training expenditures, and hold annual public hearings to review this information.

Establishes that warehouse distribution centers must provide local agencies with all information necessary to comply with these disclosure and reporting requirements.

Defines "warehouse distribution center" by North American Industry Classification System codes for general warehousing and storage, durable goods wholesaling, and nondurable goods wholesaling.
