Requires Drug Medi-Cal certified providers to receive reimbursement for individual counseling services delivered through telehealth by licensed practitioners or registered/certified alcohol and drug counselors when medically necessary and compliant with the Medicaid state plan.

Implementation is contingent upon federal financial participation availability and receipt of any necessary federal approvals.

Directs the Department of Health Care Services to adopt formal regulations by July 1, 2022, to implement the telehealth reimbursement requirements.

Allows the department to use provider bulletins, written guidelines, or similar instructions to implement the provisions before official regulations are adopted.
