Requires the oil spill response administrator to invite the California Coastal Commission or San Francisco Bay Conservation and Development Commission to participate in natural resource damage assessment for oil spills affecting coastal resources.

Mandates the administrator coordinate all state and local agency actions to assess injury, provide mitigation, and restore natural resources including wildlife, fisheries, beaches, and coastal areas damaged by oil spills.

Establishes that the responsible party is liable for all coordination costs incurred by the administrator in the natural resource damage assessment and restoration process.

Preserves existing authority of other state and local agencies to implement and enforce laws under their jurisdiction without limitation by the administrator's coordination duties.
