Authorizes Santa Clara Valley Transportation Authority (VTA) to apply to the California Transportation Commission to develop and operate high-occupancy toll (HOT) lanes on State Highway Route 101 and a portion of State Highway Route 280 in San Francisco, subject to prior approval by the San Francisco County Transportation Authority (SFCTA).

Requires VTA to coordinate with SFCTA in operating any approved facility, with SFCTA developing the expenditure plan in collaboration with the Department of Transportation and VTA.

Modifies existing law to allow remaining revenues from VTA's value pricing program on State Highway Route 101 in San Mateo County to be used for projects that benefit the corridor, in addition to corridor-specific improvements.

Requires the San Francisco County Transportation Authority's governing board to review and approve expenditure plans and updates for toll facilities located on the specified state highways in San Francisco.
