Establishes the Rural Dual Enrollment Teacher Qualifications Pilot Program allowing high school teachers in Imperial County to teach college courses on high school campuses under College and Career Access Pathways (CCAP) partnerships, beginning in the 2019–20 school year.

Permits high school teachers without a master's degree to teach college courses if they meet qualification criteria including: possessing a teaching credential in the subject, having at least five years of teaching experience with two years in honors-level coursework, or completing an accelerated pathway developed by the Imperial County Office of Education and Imperial Valley College.

Requires participating high school districts to annually report to the Legislative Analyst's Office on teacher participation, student enrollment demographics, course offerings, and completion rates for courses taught by high school teachers.

Mandates the Legislative Analyst's Office submit a report to the Legislature by January 1, 2024, evaluating the pilot program's effectiveness and recommending whether to continue it.

Automatically terminates all provisions on January 1, 2025, unless extended by subsequent legislation.
