State Department of Social Services must adopt a process by July 1, 2019 to compensate in-home supportive services providers for conducting peer-to-peer training, in consultation with employee representative organizations.

Peer-to-peer training must cover enrollment as new providers, program navigation, timesheet accuracy, policy changes, and promotion of services like direct deposit to reduce administrative costs.

Providers conducting peer-to-peer training receive compensation at the county's prevailing wage rate, with reimbursement to employee representative organizations no later than the 15th day of the following month.

Attendance at peer-to-peer training is voluntary and unpaid for attendees; training hours do not count toward recipients' service hours or providers' weekly workweek limits.

Department must adjust designated annual peer-to-peer training hours per county annually beginning January 1, 2020 based on provider turnover rates from the previous year.
