Increases advance notice requirement for hospitals providing emergency medical services from 90 days to 180 days before reducing or eliminating emergency services, and requires notice to the Attorney General in addition to existing entities.

Requires health facilities to provide 180 days advance notice before closing a facility, eliminating a supplemental service, or relocating supplemental services to a different campus, with specific public notice requirements.

Mandates health facilities provide written notice to the Attorney General at least 180 days before closure or elimination of supplemental services and prohibits such actions without obtaining written Attorney General consent.

Requires the Attorney General to conduct one or more public meetings in the affected county to hear comments within 14 days of notice, and issue a written decision consenting, conditionally consenting, or denying consent within 90 days (extendable by 45 days under specified circumstances).

Requires facilities to include in notices to the Attorney General information about primary languages spoken at the facility and threshold languages for Medi-Cal beneficiaries, with potential requirement to provide notice components in those languages.
