Repeals existing provisions limiting Fair Political Practices Commission agreements to San Bernardino County, Stockton, and Sacramento, and creates a general authority for the Commission to contract with any local government agency for campaign finance or government ethics law enforcement upon mutual agreement.

Grants the Commission authority to investigate violations, provide advice, bring administrative and civil actions, and serve as civil prosecutor for local campaign finance and government ethics laws without requiring local government authorization.

Requires local government agencies to consult with the Commission before adopting or amending campaign finance or ethics laws, and allows either party to terminate agreements with 90 days' notice without cancellation fees or liquidated damages provisions.

Exempts jurisdictions with populations of 3,000,000 or more and San Bernardino County from the new provisions; deems existing Stockton and Sacramento agreements compliant with the new section.

Requires the Commission to report to the Legislature by January 1, 2025, on agreement performance, cost savings, enforcement metrics, and recommendations; repeals this section on January 1, 2026, unless extended by later statute.
