Establishes Section 44274.6 of the Health and Safety Code to govern the Clean Vehicle Rebate Project under the Air Quality Improvement Program

Defines "low income" as household income at or below 300 percent of the federal poverty level and cross-references existing definition of "low-income communities"

Requires the State Air Resources Board to provide outreach to low-income households and low-income communities to increase awareness of the Clean Vehicle Rebate Project

Requires prioritization of rebate payments to low-income applicants until January 1, 2022

Creates a permanent outreach requirement effective January 1, 2022, while the rebate prioritization requirement sunsets on that date
