Extends Public Employment Relations Board (PERB) jurisdiction to Orange County Transportation Authority and San Joaquin Regional Transit District employees effective January 1, 2020.

Requires labor disputes and unfair practice complaints at these transit agencies to be adjudicated through PERB rather than other existing procedures.

Prohibits PERB from awarding strike-preparation expenses or damages for costs and revenue losses incurred during unlawful strikes.

Allows aggrieved parties to petition district court of appeal within 30 days of PERB's final decision, with court review limited to whether findings are supported by substantial evidence.

Authorizes PERB to seek enforcement of final orders in court through mandamus or other proper process when parties fail to comply.
