Requires the Department of Forestry and Fire Protection to provide guidance and assistance ensuring uniform and efficient implementation of timber harvesting plan filing, review, approval, modification, completion, and appeal processes.

Department must publish clearly written guidance documents explaining the regulatory process, including a list of all required plan information and criteria for determining adequacy at submission.

Department must provide a checklist for registered professional foresters to follow that should result in compliant plans, and incorporate this into an electronic plan submission program.

Department shall issue guidance to achieve greater plan review accuracy and efficiency and avoid duplication of efforts, including guidance to responsible agencies under the California Environmental Quality Act.

Does not prevent the department or other agencies from imposing post-approval compliance requirements due to newly discovered or unforeseen conditions.
