Authorizes charter school governing bodies to enter into College and Career Access Pathways (CCAP) partnership agreements with community college districts, expanding access to dual enrollment programs for underrepresented high school students.

Requires CCAP partnership agreements to outline course offerings, enrollment criteria, information sharing protocols, joint facilities use, and parental consent procedures for high school pupils enrolling in community college courses.

Establishes safeguards including instructor background checks for sex and drug offenses, protections against displacement of high school teachers and community college faculty, and certifications that courses do not reduce community college access or displace adult enrollment.

Requires annual reporting to the Chancellor of the California Community Colleges on enrollment numbers, course completions, and full-time equivalent students, with a comprehensive summary report due January 1, 2021.

Limits statewide special admit full-time equivalent students claimed by community colleges to no more than 10 percent of total statewide full-time equivalent students and sunsets all CCAP provisions on January 1, 2022 unless extended by subsequent legislation.
