Requires the University of California's California Health Benefit Review Program to include in its financial impact analysis the anticipated costs or savings upon implementation for one subsequent calendar year, or two subsequent calendar years through a long-range estimate.

Applies to legislation proposing to mandate a benefit or service and legislation proposing to repeal a mandated benefit or service related to health insurance coverage.

Expands the financial impacts section to specifically assess the impact of coverage or repeal of coverage on costs and savings in the years following implementation.

Maintains existing requirements that analyses address public health impacts, medical impacts, and financial impacts, and be provided to appropriate legislative committees within 60 days.
