Authorizes the State Water Resources Control Board to approve preliminary technical reports and allow construction to proceed before the standard 6-month waiting period ends.

Requires preliminary technical reports to identify the type and name of each public water system within 3 miles and discuss feasibility of adjacent community water systems supplying water to the proposed service area.

Allows applicants to submit environmental review documents or other public agency approvals that contain required information as a functional equivalent to the preliminary technical report.

Exempts proposed new public water systems that consolidate existing systems or provide water in lieu of individual wells if the state board does not issue a notice to comply within 30 days of receiving an exemption request.

Provides that no state reimbursement is required because the bill only expands the scope of an existing crime related to false statements in water system reports.
