Establishes the California Foster Youth Enrichment Grant Pilot Program to provide grants up to $500 to eligible foster youth for activities that enhance skills, abilities, self-esteem, or well-being.

Requires the Department of Social Services to convene a workgroup by March 1, 2019 to develop an implementation plan, and to conduct the pilot program in two rural and two urban counties with highest need.

Eligible grant recipients must be ages 6-21 and in foster care under a county welfare department, probation department, or tribal organization; grants may fund skill development, academic assistance, and recreational activities.

Requires grant recipients to submit receipts within six months of receiving funds showing purchase of the funded program, product, or service.

Requires a report to the Legislature by January 1, 2022 on applications received, grants awarded, and program usage; the pilot program sunsets on January 1, 2023 unless extended by later legislation.
