Authorizes the Department of Motor Vehicles to use alternative notification methods (fax, email, cellular telephone) in addition to required first-class mail notice when suspending or revoking a person's driving privilege.

Maintains the existing rebuttable presumption of knowledge based on first-class mail notice to the most recent address on file, regardless of whether alternative notification methods are used.

Permits the DMV to cooperate with other state agencies to locate persons whose driving privileges have been suspended or revoked for purposes of providing notice.

Makes technical, nonsubstantive changes to Vehicle Code Section 13106 regarding driver's license suspension and revocation notifications.
