Establishes a California tire regulatory fee (up to $1 per tire) imposed on waste tire generators who are retail sellers of new tires, to be collected quarterly and deposited in the California Tire Recycling Management Fund, effective until January 1, 2024.

Creates the Tire Recycling Incentive Program Act requiring the Department of Resources Recycling and Recovery to make payments to eligible entities for purchasing tire products manufactured from California-generated waste tire material, with at least 50% of annual incentive payments available to local agencies using rubberized asphalt for public works projects.

Requires the department to annually allocate at least 75% of projected California tire fee revenue for incentive payments, and mandates a public workshop by January 1, 2020 to develop the incentive program plan.

Establishes a state policy goal that at least 75% of solid waste tires generated be source reduced or recycled annually, with the department to review tire recycling programs if this goal is met for three consecutive years.

Mandates electronic manifest submission (rather than paper) for waste and used tire haulers beginning January 1, 2020, and extends the Rubberized Pavement Market Development Act from June 30, 2019 to January 1, 2020.
